Karlene is a prominent expert in water policy and climate resilience, with over 30 years' experience across government, private sector, and international development. As South Australia’s Water Ambassador and former Minister for Water Security and the River Murray, she led major reforms during the Millennium Drought, including the $1.83 billion Adelaide Desalination Plant and the Water for Good strategy.
A key negotiator of the Murray-Darling Basin Plan, Karlene has supported water governance and capacity building throughout Asia via the Australian Water Partnership and International Centre for Water Resources Management. She has been active in global climate dialogues at multiple COP events, focusing on Indigenous knowledge, water governance, and resilient systems.
In addition to her advocacy, she holds leadership roles as Chair of WaterAid Australia, Cancer Council South Australia, and the CRC for Solving Antimicrobial Resistance. Her advisory expertise is sought by CSIRO and other organizations. Committed to inclusive water policy, Karlene champions the integration of community and ecosystem needs into water management, emphasizing that “climate change is water change.”

single year, he successfully prosecuted 11 murder cases, has a solid record of
not having lost a major case. In short, Stephen is one of the most experienced
criminal lawyers in Australia.
